Icestorm keeps binding to left click

Whenever I move to a new zone, icestorm gets rebound to left click, I have it bound to mouse button 4, but it unbinds that as well. I haven't had this problem with any other skill, though this is from the only item I have that has 2 skills on it.

Small update, I now have an unborn lich ravenous staff with 2 skills as well, and the second skill acts the same exact way as the icestorm where it gets rebound to left click or the left most empty hotbar slot.

I bought another staff and it behaves differently. Icestorm bind is remembered on keyboard, but gets reset on zone change while playing on gamepad. I've found a workaround: I filled all other empty slots with other skills and now Icestorm stays in the chosen gamepad bind regardless of zone change.
