Skills Implicit to items reset their keybind to left click

This is specifically occurring with The Whispering Ice, but may effect other staves/usable skills granted by items.

I normally bind my Icestorm skill to right click and unbind it from left click. Whenever I change zones, that keybind (r-click) is removed and Icestorm instead becomes usable with only left click.

This same thing happens on PC using a controller. Equipping The Whispering Ice binds skill to 'A' button. I can unbind it perfectly fine, but changing zones resets that binding. Other weapons don't appear to do this so it appears to be either something with the item/skill itself or maybe that this weapon has 2 implicit skills.
