Question about the Currency Exchange and sale priority

1. If there are hundreds of buy orders to buy an item for 3c, but I create buy orders to buy that item for 3.10c, does that mean that every time someone goes to sell one unit of that item for 3c (since theyre just selling one they cant get a fraction of currency), the sale ALWAYS goes to me because I was offering more?

And the opposite

2. If there are hundreds of sell orders to sell an item for 3c, but I start selling that same item for 2.90c, does that mean that every time someone goes to buy a single piece (once again they have to pay 3c because fractions), the sale ALWAYS goes to me because I was offering to sell it for the least?
