Amanumu's Gaze Speed Bug

Hi have Amanumu's Gaze in my boots it says

"

1% increased Movement Speed per 15 Spirit, up to a maximum of 40%
Other Modifiers to Movement Speed do not apply

I thought this would be applicable to the boots only and it does. Th +9% on my boots does not get added to my total so my movement speed is locked at 26% with my total spirit of 398.

Now this gem disables my sprint, I can not go past 26%, it disables haste shrines they do not give me additional movement speed at all. If this is intended thats perfect fine, but then chilled ground and temporal chains should also not modify my movement speed and they do.

Other Modifiers to Movement Speed do not apply

should apply only to items and the boots.

Or it should mean your movement speed is locked, feel like it's a bug I was able to sprint prior to the last patch.

Testing:
You can still get stunned when you dodge roll and hold space bar as well, so it's like it wants to allow sprint but doesn't.

Not just me few more posts, this sounds like not what people exspected.
