Using a Homogenizing Omen + Regal Orb on an item without tags consumes Omen without effect

The Homogenizing Coronation Omen will be consumed when regaling an item with just a Spirit modifier. It rolls a random mod (e.g. Life). Is this intended, as there are no tags? Because it probably shouldn't consume the omen in this case.
