Perfect currency doing less than advertised

As it turns out, the perfect currency DO NOT guarantee a mod with minimum level advertised in the tooltip. Here's a video showing proof, starting with 06:50 https://www.youtube.com/watch?v=76ekd1IuaeE

Using Perfect Transmutation on ilvl 79 Gemini Bows has produced the Leeches (8–8.9)% of Physical Damage as Life and +(41–60) to Accuracy Rating
15% increased Light Radius
suffixes.

Those affixes are ilvl 68 and ilvl30, respectively.

The behavior is consistent, if not exactly desired. Those mods can only roll if, when I use the currency, all mods are available and the minimum mod level is not a part of the calculation. Then, based on the currency quality, that mod is forced to the highest level.

Either the new currency quality is not working as expected, or their behavior is not explained correctly to the user... it is interpreted as a bug by the user, no matter which of the two options above is true.

Yes, it's worded incorrectly, but look in the wiki: Perfect Orb of Transmutation (Mechanics).

It would have been awfully nice if the Perfect Transmutation would really roll ilvl 70+ modifiers, wouldn't it?

On the other side, it would mean that some affixes would then never be created. OK, most of the affixes with a lower T1 level are weak, but e.g. "X% increased Attack Speed" could then never be created (because T1 is level 37): Bow Modifiers.
