Kurgal Omen not functioning

Trying to slam "kurgal" modifiers on a iLvl 80 item is reporting "Omen is incompatible with this desecrating item"

If I am not mistaken, none of the Omens for desecration from the league are working. Anamanu (sp?) has the same behavior, and I've ran into quite a few crafting videos online where they state the same.
