Cannot gain access to Mansion in the Mists

I have done 2 of the 3 required Draiocht Hengestones, but now the other maps around it don't have a boss, and the blue glowing crystals indicating where to go to complete that objective are just changing maps back and forth.

same problem, and also with the mansion in the mists. I cleared all maps in 2 rows around, and found only 2 of the 3 switches((
