Duplicate Support Gems on Spirit Gems

I noticed that I can't put 2 of the same support on my spirit skills even if I have enough spirit on my Mercenary. Is this supposed to be this way or will it lift later in the campaign as I am currently in Act 3, or is this a bug and it needs fixing?

Spirit reserving support gems are limit 1 globally for each rank of the support.

I have a counter example to this statement in the form of Thornskin 2. I am running 3 copies of it on my 3 banner skills. So clearly not all
