Elemental Exposure now self-nerfing vs targets where it's most necessary?

Elemental Exposure (EE) now has 15% less effect on Magic monsters, 30% less effect on Rare monsters, and 50% less effect on Unique monsters.


I have to ask... why?

I mean, think about it: Rarer monsters have more resists... but a debuff designed to reduce resists is actually less efficient against them?


EE is essentially a 20% damage bonus for monsters w/o resists, which hardly makes or breaks a build, but it's an important debuff for higher rarity monsters that DO have resists. However, that's precisely where it's now nerfed to half efficiency.


IMHO, modifying the functionality of a skill based on the Rarity of a Monster feels very poorly, those monsters should be able to withstand what is thrown at them on their own, rather than such blatant nerfing.
