Low fps after Windows update

Windows updated last night, and the game is locked at 23-24 fps now. Every other game works fine.


NVIDIA 1080
Intel i7-8700K
32GB RAM

Default game settings DX12
Steam client

Steam. Validated the game files. It did not help.
Cleared cache and settings. It did not help.
Updated NVIDIA drivers. It did not help.

When I switch to DirextX11, the fps is a little bit better.
