Refund Passives problem

I am new into the game. About 2-3 weeks, close to level 70 Berseker.I play on Steam.
I would like to go refund passives, went on google, forums etc and it says I need "The Hooded One" I do not have any quests remaining from Act 1-2. I do not have any NPC's who refund passives. I need help please.

"The Hooded One" is PoE2 stuff.

Talk to Bestel in Act 1 or Faustus in Act6. You can invite Faustus to your hideout to make it easier.





Alternatively, you can also use an Orb of Regret.

You get 20 respec points during the campaign from side quest. If you have done all these quests and taken the reward books from the vendors, but have no respec points available, it is likely you have used them.

In this case, you will need to use one of the options scarletsword has listed. Respec by gold prices increase as you level, so if you are doing a lot of points it might be expensive by level 70. Orb of regret is the original method. They can be bought from the vendor for 2 scours, or likely cheaper for trade if you are in a trading league.
