Fill the intelligence to get to the safe house. So if you are wanting to progress it, take options that give intelligence. The higher rank they are the more intelligence they offer, so keeping members higher rank can help.

Further than that, the options relate to how you want to construct the board. Which does have a fair bit of strategy involved, relating to what rewards you get. If you want to see what the rewards are, find a betrayal cheat-sheet for the current league. You do not need to know this to spawn the safehouses though. If it is not progressing, I think it is likely you are never picking options that give intelligence. Spawning the mastermind has changed this league. To get that to spawn you now need a medallion. Which is a random drop that can sometimes drop while doing the safehouse.

sounds like betrayal is a very hard to learn mechanic :3
It is easy just to run them. To do it optimally is more complex. I've been running it most seasons over the last few years and am still not completely proficient in it. There are lots of quirks to it, which make it interesting, but also require some knowledge to master. For example, of all the 4 safe houses, research and intervention spawn guaranteed if the safehouse is not ready, while fortification and transportation only spawn one at a time. There is a lot of information available on the basics, but I have not seen a complete guide that explains everything in-depth. It's also had a few reworks, including this league, so some information may be out of date.

Basically though, if you are keen enough manipulate the board, use one of those cheat sheets to see where you want the syndicate members to be, for the best rewards and try to get them on those safehouses. Not all syndicate members are in the pool at all times. If you want to rotate them, for one you are missing, you will occasionally get an option to remove one and get a replacement. Having alliances or rivalries between members can make them more likely to show up during the encounter. Dropping members rank to the minimum will remove them from their current safehouse, which can be useful for shuffling the board.

Also the rewards have change a lot this season. There are a lot of crating ones, which require you to have some knowledge of crafting to benefit from. Some of them are potentially very good, and some are pretty terrible. They are interesting to interact with if you are interested in crating though. Katarina rewards have also change lot. She does not give the full plethora of rewards as before. Her unique item drops have been improved and if you get lucky on the currency drops there is payoff. It is very RNG gated now on her rewards.
