gtx 1070 to 9060 xt 16gb less than half fps only in poe 1&2

just installed new gpu and performance is great in everything except these two games, can find anyone talking about the gpu and poe at all.

anyone else having similar issues?

I'd recommend installing and running GPU-Z to determine if your new GPU is running at the correct bandwidth / bus interface.

List your motherboard model and let us know which specific PCIe slot you slotted your card into. Also ensure it's seated all the way in.

This matters for Direct X 12 applications mostly and there's been many posts over the past few years of bus interface issues throttling their fps.
