reduced fps when not in focus - affecting mouse cursor

Since switching to Win 11, when I go to a web browser or discord on my second monitor my frame rate can tank to like 20-30 fps. This also affects my mouse cursor. When poe is running at 20-30 fps, my mouse runs at 20-30 fps causing it to lag and feel choppy. I'm running poe in full screen windowed mode.

I believe this is due to DWM de-prioritizing PoE. If I have livesplit on my main monitor or another window over PoE on my main monitor the frame rate goes back up.

This never happened on Win 10 and is very frustrating to me.

I have a 9900x and a radeon 7700xt, 32 GB ram... plenty of power to run everything.

it happens no matter what settings I set in the graphics options.

Has anybody had this happen? How did you fix it?

In-game what is your Background FPS Cap set to?

iirc it defaults to 30 on a fresh install, which would explain your symptoms rather well
Background cap is 60. It happens even with no background cap.

I can move focus to a window on another monitor and sometimes it will hover around 60, but if I switch between windows, or move a window around, it drops down to 20-30, and causes my mouse cursor to move at the same fps.

I'm guessing you need to disable MPO or verify your Adrenalin driver is up to date as this could be an AMD bug with the driver or a Windows DWM issue where MPO isn't being executed properly.

This is nvidia's fix for the same issue with the same registry adjustments as it's a Windows adjustment and not GPU brand specific.

Download both files.
One disables MPO
One enables MPO

If you want to verify the contents open/edit the files in a text editor to inspect.
Just don't save the file as .txt

Ensure you reboot the PC after making one of the adjustments.

disabling MPO didn't help. If I put rainmeter always on top in the upper right of my screen, DWM always thinks my main screen is a priority and keeps my frame rate high.

Special K might work in keeping the poe window a priority. I'm going to try that later.

I wish I could force DWM to not de-prioritize anything, I have a powerful pc, smh.
well i guess Special K is not technically allowed with PoE, so I won't be using that. Display Fusion seems like it would work, but I might just use this rainmeter overlay always on top to prevent the monitor from being de-prioritized...

This is so obnoxious, I can't believe there isn't much chatter about this phenomenon, I figure it would be more common.
