Network Bar constantly spiking to 200 ms

I couldn't figure out why the game was so choppy. Audio cutting out and stuttering. I hit F1 and noticed the Network bar constantly spiking to 200+ms. Doesn't happen in any other game. Nothing I've tried helps. I assume it's just the servers at this point.

California, Servers US West. I live in LA county.

Very similar thing here, with both PoE1 and PoE2. From Seattle, WA, trying to play with California or Texas servers. When I'm in a map and a new pack of monsters appears, there will almost always be a network lag spike... sometimes 200-300ms, sometimes two or three seconds.
