Insane Lag Spikes and Rubber Banding

I have been having lots of fun this league but today the servers issues were especially bad. ping is spiking to 10k ms very very frequently in maps and only in maps never in ho or town. this also makes me rubber band like crazy. im wondering if there is a game setting i can change to get better ping?
