Bug Report: Cast Fire Burst on Hit Does Not Proc (Wand Attacker)

I have a wand attacker with Kinetic Bolt. It appeats the KB and even the basic wand attack does not proc Fire Burst from my wand the way I would want to so that my manastorm would also proc.

If you want to see if Fire Burst is triggering, it should be possible to add the skill to your skill bar, even if you cannot manual use it, to see when it goes on cooldown.

However, you won't be able to automate Manastorm's effect.

Here's the wiki's explanation on the topic, which cites an explanation from Mark_GGG:

Using, attacking, casting: When skills trigger, they aren't used, cast, or attacked with. Accordingly, effects like when you Use, when you Cast, if you've Attacked, etc. will not work with triggers.

Since Manastorm's modifier has the "When you cast a spell" requirement, triggering spells will not fulfill that condition.
