Can't access Kingsmarch

I made it to the Epilogue, talked to Johan, but I still can't get to Kingsmarch. Is this a bug?

Same issue here. I was thinking Kingsmarch might be lvl restricted, but I'm now lvl 68 and still can't get in. Quest tracker doesn't direct me anywhere, just says "find a way to Kingsmarch". Johan refuses to join my hideout or to offer an option to visit the town.

Alright, mystery solved. I hit lvl 70 and Johan gave access, so Kingsmarch is indeed lvl restricted.
