Has anyone seen the earthshaker mercenary?

the one using groundslam, I haven't seen one since league started, just speed ran 100+ white T16 map still no luck

Saw my first one today. Looked pretty cool, but was around level 50 maybe when I saw him.
I poop, therefore I am.
