Storm Cloud + quality

Minor comment, this comes in two parts. one part question, one part comment.

1st: Does the quality bonus on storm cloud actually increase physical damage, or does the deals no physical damage portion of it over-ride this effect?

2nd: Why doesnt the quality bonus uniquely (it is a unique after all) increase the IAS or Lightning damage instead of physical given the nature of the bow.

given my assumed answers to both of those questions I would like to suggest that this bow have the quality effect modified to effect something of use.

To be fair, increasing the quality of any high elemental damage weapon is only gonna increase its (likely) low phys damage.

true but it still adds value to the item. Here you have a huge penalty to damage by not doing any physical, so why also have the quality be useless?
The "No Physical Damage" mod on Storm Cloud is a little ambiguous. It doesn't block other items from adding physical damage to the bow's elemental damage, it just indicates that this bow happens to lack physical damage. I agree with the OP that quality should be tweaked to produce more elemental damage on this unique.
I think it's OK for the quality bonus to do nothing (since that's what the quality bonus is meant to do on an item with 0 physical attack). However, it would be more aesthetically pleasing if it did boost the lightning dmg a little bit. It still wouldn't be OP.

The bow basically has a damage range of 0-0, that's all the "no physical damage" part means. If you Whetstone it, well, 20% of 0 is still 0 so it's not going to do anything. Tabula Rasa is exactly the same. It's a flavor thing and they decided to simply not show the non-existent stats.

incorrect. I unless im drunk right now i am pretty sure i saw someone selling one that had a minor physical damage roll on it due to quality? But still dont know if the "deals no physical damage" over-rides that.

No, it does not override anything. It's just a bow that happens to have zero physical damage.
If you whet the bow to 20% it has 1-4 phys damage, I just did it right now.
