Aus High Ping, ISP Issues?

So since league launch I have noticed a pattern that at exactly 8:30pm AEST my ping goes from a flat 10 or lower to over 60-80 with constant spikes to 200+. This only happens on path of exile, every other online game with aus servers is low ping with zero connection issues which leads me to think its an issue between my isp (TPG) and the ggg servers here in Aus. the issue seems to fix itself randomly between 10:30 - 11:30pm

I have the same problem in Germany. My ISP is Vodafone. However i have the problem all the time.
