Unearth needs a chance to summon on unique monsters (bosses)

Unearth is a cool ability. I really like what you have done with it in POE2 compared to the version in POE1. It can be used as dps, as a source of minion pact buffing, minion instability, synergizes with bone offering, dark defiler, etc.

However, it is hamstrung by the fact it is largely unusable on bosses, except for a janky initial setup (i.e., people weapon swap and use it on 10 spirit terracotta soldiers). There are many abilities in POE1 which work on kill but have a % chance to summon on bosses for similar reasons. Looking at dominating blow for instance. If unearth had a 25% chance to summon 2 crawlers on hitting unique enemies or something similar, it would make it more usable as a primary ability while also allowing the synergies with other aspects of a build. Without being usable on bosses, it's often overlooked because it won't be reliable.

An alternative would be to reintroduce desecrate. I personally think this should be done for other reasons (sacrifice was a fine idea but it ends up being very janky and DD builds can't even be played until the campaign is over which is obnoxious), but finding some solution for this would be great.
