Cold Sorceress vs Cold Resistant

This patch I started 2 Sorcs, and I've been playing multiple Sorcs since 0.1. Before this, I've always played a Spark/Arc, i.e. Lightning Sorc.
Lightning Sorc vs Lightning Resist rare mobs really felt fine. The mob would die much slower, but it felt like I was doing maybe 30-40% of my regular damage. Now I have started a Cold Sorc, and by campaign Act 2, I have ran into 3 Cold Resistant rares, all of which essentially felt like they were invulnerable to cold damage. I took literal MINUTES to kill them. With +2 Levels to All Spells, max gem level (at that stage of the game) for Frost Bolt, Frost Nova, Cold Snap, Frost Bomb, and other than Frost Bomb moving the mob HP bar by like 1% per detonation, everything else just ever so slightly nudges the mob HP bar. I feel this is outrageous. It's Cold RESISTANT, not "invulnerable". It shouldn't be like this. I've decided to ditch the idea of a Cold Sorc completely because this is just not playable. What level you are speaking of ?
I have level 80 cold sorc, and never (till higher tier maps) have that problem during campaign. SSF player✔️

Level 18 at the moment, so only talking about rares in Act 1 normal, plus 1 in Act 2 normal.
It's so early in the game that gear shouldn't be such a big deal, and build essentially is nonexistant because I go through the regular starting cluster of damage nodes anyways, plus I'm already running +2 levels on the gems. |

Level 18 ok.
Thats a little weird to me, that game gives so much resist on that level... SSF player✔️
