Ranger skill feedback

1. Stormcaller arrow is *useless* if you have pierce chance. It goes through everything and embeds itself in a far wall. Please make this skill NOT pierce if you have global pierce chance.

2. Voltaic Mark often misses...the mark! I play on controller, don't know if this makes a difference but most times I cast this skill on a targetted enemy I turn around and fire it off into the blue yonder.
