Long delay, good internet connection, please help

Short summary: I'm experiencing excessive lag and latency interruptions, so to speak. I have a very good connection. At first, I thought it was me, but after trying other games and calling my internet company, the problem really isn't me. I've reinstalled the game and it's still the same.

Sao Paulo: 60ms uploads, up to 3000ms

Please help. I don't know how to post videos here, but if you need them, I have them.
