Infernal Legion doesnt work on Spectre Terracotta Soldier

Just as title. Infernal Legion doesn't work with the 10 cost spectre Terracotta Soldier. They have 2x 30% fire resistance but thats about it. They don't burn or anything visually. I do not have any minion res skilled in my Passive Tree. Works on other Spectre like Vaal Guard for example.
