Cant use skills when mapping randomly

Randomly cant use any of my skills while i'm mapping. Will have to run around for sometimes 10 seconds before they i can use them again. This game just seems to keep getting worse and worse with every update minus the most recent one with more loot.

Only had this issue with Blink and weapon swapping before and this can only be fixed by reequiping blink. Does this happen with all spells at the same time or maybe just 1?

Which Spells and what support gems are you using.
What do you do before this happens.
How is anybody supposed to know what is wrong with this kind of post?
