The implication here is that 5-30% are calculated of life value before the hit applies its damage (i.e. not yet touched by the hit). This matters because it's about current life, not maximum.

This phrase doesn't necessarily mean the hit damage calculation already takes into account that decimating strike will remove some life before the hit.
