Skill equiped but not showing on option

Don't know even where to begin with this.

Happening on Essence Drain skill only
no matter what i tried (of course i met the requirement for using the skill)
Skill not showing on skill hotbar therefore can't equip it

It sometimes also not showing any tooltip window

Help fix this asap
