Sorceress - Arc not applying Shock is extremely bad

It is obvious that GGG wants Arc to be played by first applying Shock. Arc used to be able to, but in 0.2, in order to force players to execute "combo-based" gameplay, Arc can no longer apply Shock.
Now the only reliable way to apply shock is to use the Ball Lightning -> Lightning Warp combo, which creates Shock Ground. The problem is that Lightning Warp is unlocked at Level 31, while Ball Lightning is unlocked at Level 41. So before level 41, there is no reliable way to Shock enemies. This is clearly a gross oversight. Whoever made the decision to remove Shock from Arc, did it solely to force a specific rotation in the mid and late game, and completely ignored how it would affect early game. And affect it did. Not only was Shock removed from Arc, a big chunk of the damage done by Arc was also moved off to the explosion triggered by hitting a Shocked target. The reeks of a dev who will sacrifice build diversity and even the natural flow of skill progression, just to enforce a certain way to play the game. There is only one right way to use Arc and it is this one single way exactly, anyone creative enough to find a different way will get nerfed or simply the mechanic completely removed from Arc, to reign people in. This philosophy of game design is extremely dangerous and very disappointing. The fact that GGG guards its Jeweler's Orbs like their first born, means further that by the time we get Ball Lightning, we have to choose between improving either Lightning Warp or Arc. But why improve Arc if we can improve Lightning Warp and have LW kill the mobs in the first place? The supposedly "interesting" combo of Shock -> Arc, is completely blind-sided and made irrelevant by the stingy currency drops that force players to focus on improving only one skill, if we even get to improve it, that is.
