Why no tiered magic items before rares in early game?

With recent buffs to drops we are now showered with drops even in the early game.

I remeber "rare item saturation" topics from interviews.

I wouldn't mind having 1-2 rares per act, if we could drop more t3+ blue items that would have a chance to roll actually good mods with good tiers.
