Omen of Amelioration not working

I have died 5 times with an active Omen of Amelioration but it does not consume and I lost 10% everytime. What is the point of buying the omen if it does not work? Super frustrating losing 10% exp at lvl 92. The developers better fix this and reimburse my exp %.
