Why does the new mod tier cull respect only drop but not also roll?

I find it appalling I can still exalt slam T1's all day so I have to go hunt for a 1 in 100 ritual omen of whittling (which should be a common drop as rare as annul or divine).

Unbelievable your mod tier cull philosophy doesn't also apply to rolling on the item!

Your omen of whittling is still way too damn rare. Who cares if you see an omen every time when it's the same worthless ones you leave behind?

I would also suggest that,
dropping tiered rares would be so much exciting if you could get good rolls too
A basic crafting bench would solve this real easy... but.. PoE 2 can't have deterministic crafting just because - The 20 years old Vision.
