Why are Crimson Amulets have such low life regen implicit?

How is 2-4 life regen as an implicit remotely balanced with any other amulet implicit? The iron ring implicit also seems very week. Just wondering if the goals of the devs is to balance items or just have some garbage filler items/mods.
