PoE 2 Tiering suggestion

In PoE1 lower numbered tiers are better
In PoE2 higher numbered tiers are better

Unfortunately, you don't know what the max tier of any mod is because each mod has different number of tiers.

If you don't want to use the PoE 1 system here is an alternative.

Make the max tiers all the same number, for example 10. Therefore everyone knows that T10 (or whatever number is chosen) is the best level and whatever the difference from that number is gives relative strength. If a mod only has say, 5, levels, it would have T6, T7, T8, T9, T10 (five levels). I doubt anyone would ask why isn't there a T5 (which would be a worse modifier)
