Rise of the Phoenix Doesn't Add Max Fire Resistance

Warrior, Smith of Katava, Forged in Flame.

Shield should add 5 to all max resistances, but it doesn't add any.

I removed Forged in Flame, and it still doesn't add max fire resistance.

Currently capped at 78, so not even close to max 90%.
