Ignite *chance* contradicts the vision

I've been trying to use Cast on Ignite for the n-th time. Everytime I give this a try I keep going back to Cast on Freeze. Cast on Freeze feels great to use, but why doesn't the same apply to Ignite? Maybe it's the pasives. So I try to get chance to ignite passives and jewels, also a couple of energy passives. It's still not as good.

Is it the element? I hope not. So why am I having so much difficulty hitting ignites? Right now my fire skill is fireball, which combined with scattershot, ricochet and the Chronomancer's ignite can really fill up the screen with fireworks. It's really fun to use. But this is the problem as well. I am doing multiple low-damage hits. As opposed to one high-damage hit.

Instead for freeze I am currently mainly using Frost Bolt, which is a slog to play with and basically a place holder until I get to Eye of Winter. It does even fewer hits for even less damage than my fireball setup. And yet Cast on Freeze is already a lot more viable.

But that's really difference. When you want to recharge freeze, all you need is do hits with cold damage. Low-damage, High-damage, every hit accomplishes some buildup. For ignite though, if your hits are low-damage, they will not trigger ignite and it increasing the number of hits won't really help that much.

tl:dr Freeze adapts to a "many low damage hits" gameplay. Whereas Ignite requires a "few high damage hits" gameplay, which is not what GGG are aiming towards. They don't want one hit to do all the damage.
