E/S leech does not work on maps that contain "less recovery rate of life and energy shield"

I'm using "Essentia Sanguis Furtive Wraps", "mystic harvest" from Amazon and I have life leech on my equipment. On maps that have the "less recovery life and e/s" modifier above 100% the leech does not work

So what doesn't add up here?
"Leech is a form of recovery over time, 100%+ less recovery rate correctly nullifies it. |
