Consider reexamining this Notable. You could double the mana recovery and it would still be underwhelming. For reference, I'm coming at this from the perspective of a quarterstaff user. Investing in Block is already costly. With this passive slotted, I reach 33% Block Chance. Please give us more than just 2 mana.
