Distilled Emotions - Falcon Dive (Does Not Apply The Benefits)

I'm currently running a high accuracy build on my Amazon, I decided to distill my amulet with the Falcon Dive combination, However, the attack speed is not being applied.

Falcon Dive - 1% increased Attack Speed per 250 Accuracy Rating

I currently have a total of 8,300 = 33% of attack speed increase? non is being applied. Please look into this. Thank you.
