Something blocking the Stairs on Ardura Caravan Act 2 Cruel

So I am on Singapore realm and currently in Act 2 Cruel and there seems to be some frozen type of creature stuck on the stairs of the Caravan that lead up from the main area where the stash and vendors are. All players including me are unable to cross it and go up the stairs, I have to log into a different region server to be able to go up and progress in campaign. This was present yesterday as well, however it seemed to have been fixed because I did manage to progress through the campaign a bit but it then seems to have returned out of nowhere
