Bookmark system nice but kinda pointless in fog of war

as the title say, because you only can pin already discovered maps, the whole system is kinda pointless to mark things in fog of war.

why we need to pin a map at all?
why not just let us pin where we want?

i guess it is because not enough time to polish the system?
but please change this so we can pin everywhere
