Sceptre Quality

I have increased the quality of a sceptre using arcanist etcher's, but the implicit modifier for spirit given was unaffected, even after increasing the quality to 12%. This is not the only sceptre I have seen that seems to not be benefiting from the bonus of quality.

Even if this was a bug with spirit in the previous league, thus in this league Arcanist Etcher do nothing for any other paraments of Scepter.

Sceptre quality applies quality to the skill granted by the Sceptre.

It doesn't show up in the tooltip in the skill menu. However, the stats granted by the quality will be reflected in the skill's detailed stats.
