Unable to put gem/rune on scepter

I thought with the latest patch, you're supposed to be able to put gem or rune on socketed scepter.

I have an open socket scepter and I'm unable to put anything in it.

Is it just me or is this a bug which the developer didn't even test on?

I believe it's just talismans that can be socketed on sceptres, but I can't say for sure.

The update was not clear enough about what could be socketed into Sceptres. Having it just be Tailsmans seems illogical compared to other items and their interactions with socketables. The fact you could waste a Orb as early as Act 1 and not get a Tailsman till Endgame is a bad design decision. The fact that Rabbit seems to be the most sought after option should show GGG that they need to add more options for the Sceptre. I hope they update the runes to include Sceptres.
