Culling Strike + Blood Loss

Sometimes I'm unable to perform culling strikes on a targets suffering from blood loss(dark red life mark). So far happened on bosses.
Culling Highlight doesn't even show.

Skills details:
Cull of the weak Supported by profusion + behead + ancestral call

Buffs skill Activated:
herald of Blood
Wind Dancer


Sometimes target is also BloodHound marked
