Shields <-> Bucklers (Small shields?)

So, with Bucklers here, I was hyped to try out some shield-abilties.
But Bucklers are not considered Shields in that aspect?
Even if they did work, it scales on armour not evasion.

Poe1 scaled with both on the skills, bucklers counted as shields etc etc.
Is this just something overlooked or just for now perhaps?

Would be neat if it could work, I can understand the parry/raise shield aspect tied to the types, heck could even make it so the AR/ES-shields can pick between raise shield/parry to get som alternatives even, Targe is kinda a block/faster counter shield in other games compared to great shields/towershields and whatnot if you start looking at categories, so it could fit.
