Skeletal Storm Mage

I currently have 2 Skeletal Storm Mage gems, both level 14. One of then will not reserve Spirit nor summon the minions. This has nothing to do with how much spirit I have available. I do not know what caused this, but I think it happened when I upgraded one of the gems while both were in my skill menu.

Edit: This resolved itself, and the only thing I can think of is it happened when I socketed a second level 13 Skeletal Storm Mage in it's place.
