summon companion with no reservation

I have a Companion:quadrilla with periodic invulnverability aura and all damage chills. after logging in today i noticed my spirit is not fully reserved, it seems i do not meet the dex requirement for the beasts gem but can still active it with no issue. the gem and the beast function 100% but it reserves no spirit.

EDIT: i have dex on my weapon in weapon set 1 and it seems the no reservation happens on weapon set 2 where i do not have the dex, but the pet is still summoned and not costing any spirit allowing for more spirit to be used on weapon set 2
