Lich Crystaline Phylactery not giving +100% effect for tooltips

The crystalline phylactery node for the Lich ascendancy is not working as expected. I socket a jewel with 14% increased spell damage in it and instead of getting 28% increased damage I just get the 14%...

Frost bolt does from 73 damage per use to 83 (actually only 13%... wat?)
Contagion goes from 43.27 to 47.42 dps - only 10% (also, wat?)

The jewel also has 25% increased freeze threshold on, but only Elemental Ailment threshold is shown on the character sheet and that value isn't changed, so no idea if that's working or not.

Oddly though, the Jewel also had damage penetrates 6% cold resistance on it and this is showing as being doubled. Very odd.
